H.B. 190                                                 VETOES

Assembly, shall be null and void and of no force and effect. The State Lottery Agency,
within 5 days after receiving the ruling from the Internal Revenue Service, shall forward a copy
of the ruling to the Department of Legislative Reference, 90 State Circle, Annapolis, Maryland
21401.

SECTION 3. 5. AND BE IT FURTHER ENACTED, That Section 3 of this Act
shall take effect October 1, June 1, 1995.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 190.

This amended bill allows local health officers to practice medicine by repealing
restrictions prohibiting local health officers who are physicians from practicing medicine
or engaging in any occupation that conflicts with the performance of official duties.

Senate Bill 73, which was passed by the General Assembly and will be signed by me on
May 25, 1995, accomplishes the same purpose. Therefore, it is not necessary for me to
sign House Bill 190...

Local Health Officers - Outside Practice

FOR the purpose of removing the restriction that prohibits deputies of nonphysician

ealth officers from practicing medicine in addition to performing their official
duties; and gen
erally relating to the restrictions on the employment of deputy health
officers repealing
modifying restrictions barring certain local health officers who are
physicians from engaging in certain activities; and generally relating to local health
officers.
