AN ACT concerning
Washington County Gaming Commission
FOR the purpose of establishing the Washington County Gaming Commission; providing
for the membership, terms, and chairmanship of the Commission; specifying certain
qualifications for membership; authorizing the Commission a county agency
designated by the Board of County Commissioners to issue certain licenses for
selling or operating tip jar devices tip jar packets or operating a tip jar in the County;
requiring that a person hold a tip jar license issued by the Commission before the
person operates a tip jar contest in the County; specifying certain requirements for
a tip jar license; requiring that applicants for certain licenses pay certain fees;
specifying a certain expiration date for certain licenses; requiring the Commission to
send an agent to inspect certain promises, the Board of County Commissioners, and
a designated county agency to take certain actions concerning the administration of
this Act; requiring that a person hold a wholesaler's license before the person sells
a tip jar device packet in the County; specifying certain requirements for a wholesaler's
license; authorizing a volunteer fire company or volunteer rescue company to hold
both a tip jar license and wholesaler's license; requiring a holder of a wholesaler's
license to affix certain stickers to tip jar devices packets; establishing the
Washington County Gaming Fund; requiring certain for-profit organizations entities
to deposit certain moneys to the credit of the Fund; requiring the Commission to
make annual certain distributions of moneys collected in revenue from the Fund
according to a certain formula; requiring holders of tip jar licenses to submit
quarterly reports to the Commission; specifying the contents of those reports;
providing for the disposition of certain revenues; providing for certain audits; providing
that certain information be available for public inspection; authorizing the Commission
to assess assessment of fines and deny, suspend or revoke the denial, suspension,
and revocation of licenses under certain circumstances; providing certain
procedural rights; prohibiting certain acts and , including allowing an individual
under a specified age to play a tip jar; providing for certain penalties for violation of
the prohibitions; defining certain terms; authorizing certain entities to continue to
distribute certain tip jar proceeds for a certain period in a certain manner; providing
for the termination of this Act; and generally relating to the Washington County
Gaming Commission and the regulation of tip jars in Washington County.
