Department of the Environment in the most fair and equitable manner feasible, giving
due regard to the environmental benefits to be realized from cleanup of sites of different
scope, and the number of the sites which shall require cleanup by various owners and
operators.
SECTION 3. 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
June 1, 1995.

AN ACT concerning
Commercial Law - Consumer Motor Vehicle Leasing Contracts
FOR the purpose of extending the provisions of law governing consumer motor vehicle
leasing contracts to all certain consumer motor vehicle leases; requiring that a
consumer motor vehicle lease be in writing, contain certain disclosures, and state
certain terms; requiring delivery of the lease contract to the lessee; authorizing a
lessor to obtain certain insurance upon the failure of the lessee to obtain the
insurance; authorizing certain charges if the lease contract permits; permitting lease
assignments under certain circumstances; requiring certain notices under certain
circumstances; prohibiting enforcement of certain lease provisions; prohibiting a
lessor from making certain terms less favorable to the lessee than the corresponding
provisions in the original lease when extending or offering a new lease; clarifying
applicability of other laws to consumer motor vehicle leases subject to this Act;
altering a certain limitations period for bringing an action under this Act;
authorizing a lessor to charge fees for excess wear and use or excess mileage under
certain- circumstances and limiting excess mileage charges under certain
circumstances; providing procedures for the investigation of a complaint concerning
violations of this Act; prohibiting the Commissioner of Consumer Credit from
issuing certain orders concerning certain financial institutions; providing for certain
, penalties for violation of this Act; providing procedures for the repossession of a
leased vehicle under certain circumstances; providing a lessee the right to take back
a repossessed vehicle under certain circumstances; altering certain definitions;
defining certain terms; providing for the effective date of this Act; providing for the
application of this Act; clarifying language; and generally relating to consumer
motor vehicle leasing contracts.,
BY repealing and reenacting, with amendments,
