(a)     There is a Task Force on Access to Obstetrician/Gynecologists.

(b)     The Task Force consists of the following members:

(1)     1 representative of the Insurance Administration, appointed by the Insurance
Commissioner;

(2)     1 representative of the Department of Health and Mental Hygiene, appointed
by the Secretary of Health and Mental Hygiene;

(3)     1 representative of the Health Care Access and Cost Control Commission,
appointed by the Chairman of the Commission;

(4)     1 representative of the obstetrician/gynecologist community, appointed by the
Governor;

(5)     1 representative of the insurance industry, appointed by the Governor;

(6)     1 representative of health maintenance organizations, appointed by the
Governor; and

(7)     1 member of the general public, appointed by the Governor.

(c)     The Governor shall designate the Chairperson of the Task Force.

(d)     Members of the Task Force shall serve without compensation.

(e)     The Task Force shall:

(1)     study the issue of access to obstetrician/gynecologists, including the effect a
primary care physician has in a woman's obtaining the appropriate gynecological care; and

(2)     make recommendations, based on its study, as to improving access to
obstetrician/gynecologists.

(e) The Task Force shall report its findings and recommendations to the Governor
and, subject to § 2-1312 of the State Government Article, the General Assembly on or before
October 15, 1995.

SECTION 3. 11.18. AND BE IT FURTHER ENACTED, That this Act shall take
effect October June 1, 1995.
