CHAPTER II. ARTICLE VI OR ANY OTHER FINANCIAL OBLIGATIONS OF THE
AUTHORITY REMAIN OUTSTANDING AND THAT THE WITHDRAWING SIGNATORY
HAS MADE A FULL ACCOUNTING OF ITS FINANCIAL OBLIGATIONS, IF ANY, TO THE
OTHER SIGNATORY.

2. UPON THE TERMINATION OF THIS COMPACT, THE JURISDICTION OVER
THE MATTERS AND PERSONS COVERED BY THIS COMPACT SHALL REVERT TO THE
SIGNATORIES AND THE FEDERAL GOVERNMENT, AS THEIR INTERESTS MAY
APPEAR.

ARTICLE VII

EACH OF THE SIGNATORIES PLEDGES TO EACH OF THE OTHER SIGNATORIES
FAITHFUL COOPERATION IN THE SOLUTION AND CONTROL OF TRANSIT AND
TRAFFIC PROBLEMS WITHIN THE METROPOLITAN WASHINGTON, D.C. AREA AND, IN
ORDER TO EFFECT SUCH PURPOSES, AGREES TO ENACT ANY NECESSARY
LEGISLATION TO ACHIEVE THE OBJECTIVES OF THE COMPACT TO THE MUTUAL
BENEFIT OF THE CITIZENS LIVING WITHIN THE METROPOLITAN WASHINGTON, D.C.
AREA AND FOR THE ADVANCEMENT OF THE INTERESTS OF THE SIGNATORIES
DEVELOPMENT AND IMPLEMENTATION OF THE PROJECT.

ARTICLE VIII

WITHIN 120 DAYS OF THE APPOINTMENT OF AUTHORITY MEMBERS, THE
AUTHORITY SHALL ENTER INTO AN AGREEMENT WITH THE U.S. SECRETARY OF
TRANSPORTATION TO TRANSFER TO THE AUTHORITY THE OWNERSHIP OF THE
EXISTING WOODROW WILSON BRIDGE, AND ALL DUTIES AND RESPONSIBILITIES
ASSOCIATED THEREIN,
SUBJECT TO THE FINAL DETERMINATION OF THE
PERCENTAGE OF FEDERAL SHARE TO BE ALLOCATED TO AN ENHANCED POTOMAC
CROSSING. UPON ALL PARTIES' ACCEPTANCE OF THIS TRANSACTION THE
AUTHORITY
SHALL HAVE SOLE RESPONSIBILITY FOR DUTIES CONCERNING
OWNERSHIP, CONSTRUCTION, OPERATION, AND MAINTENANCE OF A NEW CROSSING
FOR THE POTOMAC RIVER.

THE AUTHORITY SHALL NOT UNDERTAKE THE OWNERSHIP OF THE EXISTING
WOODROW WILSON BRIDGE, OR ANY DUTIES OR RESPONSIBILITIES ASSOCIATED
THEREWITH. UNTIL THE GOVERNORS OF MARYLAND AND VIRGINIA HAVE
ENTERED INTO AN AGREEMENT WITH THE U.S. SECRETARY OF TRANSPORTATION
INCLUDING PROVISIONS GOVERNING THE TRANSFER OF THE EXISTING BRIDGE
FROM THE FEDERAL GOVERNMENT TO THE AUTHORITY, AND WHICH SHALL
PROVIDE FOR A CONTRACTUAL COMMITMENT OF BY THE FEDERAL GOVERNMENT
TO PROVIDE AT LEAST A MAJORITY OF FEDERAL FUNDING, WITH A TARGET OF 90% OF
PROJECT COSTS TOWARD THE COST OF A NEW WOODROW WILSON BRIDGE OR
TUNNEL OR BOTH A BRIDGE AND TUNNEL. SUCH FEDERAL FUNDS SHALL BE IN
ADDITION TO AND SHALL NOT DIMINISH THE FEDERAL TRANSPORTATION FUNDING
ALLOCATED OR APPORTIONED TO THE COMMONWEALTH OF VIRGINIA AND THE
STATE OF MARYLAND. UPON ALL PARTIES' APPROVAL OF THIS AGREEMENT, THE
AUTHORITY SHALL HAVE SOLE RESPONSIBILITY FOR DUTIES CONCERNING
OWNERSHIP, CONSTRUCTION. OPERATION. AND MAINTENANCE OF THE PROJECT AS
