all aspects of child support enforcement to comply with certain provisions of law;
requiring the Secretary to report to the Governor and the General Assembly on the
performance of the Pilot Program; requiring the Secretary to adopt regulations to carry
out the purpose of the Pilot Program; requiring the Secretary to establish a child support
enforcement demonstration site in a certain jurisdiction for a certain purpose;
authorizing the Secretary to appoint a certain director; authorizing the Secretary to have
certain authority over certain child support functions; authorizing the Secretary to sever
certain agreements and hire certain counsel; requiring certain employees hired after a
certain date to be in the unclassified service; requiring certain positions to remain
classified service positions under certain conditions; authorizing the Secretary to
establish a certain performance incentive program for certain employees of the Child
Support Enforcement Administration; providing that certain current State employees
who are employed by the contractors may return to State service at the termination of the
Program under certain conditions; and generally relating to the reform of welfare and
child support enforcement in the State.
