classes by certain recipients, with certain exemptions; providing for the eligibility of
a dependent child of a certain age who is a student in secondary school; establishing
one-time-only welfare avoidance grants; requiring the Secretary to provide certain
child care training under certain circumstances; providing for the utilization of
certain individuals for certain child care services; directing the Secretary to revise
the schedule of program assistance in a certain way; requiring certain reports;
requiring the Secretary to establish a certain evaluation committee; specifying the
membership of the evaluation committee; requiring the Secretary to adopt any
necessary regulations; defining certain terms; providing for the responsibility of the
parents of a minor child under certain circumstances; making provisions of this Act
subject to a certain contingency; requiring certain joint applications for federal
waivers; requiring the Department of Human Resources and the Department of
Economic and Employment Development to work together for certain purposes;
requiring the Department of Economic and Employment Development and the
Department of Human Resources to undertake certain studies; prohibiting
implementation of the Program until a certain period of time after the receipt of a
certain report by the General Assembly; limiting use of certain moneys for certain
purposes; requiring the Child Support Enforcement Administration of the
Department of Human Resources to provide to the Motor Vehicle Administration
certain information regarding an obligor who is in arrears for a certain period of
time in making child support payments; requiring the Child Support Enforcement
Administration to follow certain procedures before certifying an obligor to the
Motor Vehicle Administration: authorizing certain persons to appeal the existence
of or amount of child support arrearage; requiring the Motor Vehicle
Administration to suspend the driver's license or privilege to drive of an obligor
under certain circumstances; requiring the Motor Vehicle Administration to follow
certain procedures before suspending the driver's license or privilege to drive of an
obligor; authorizing the Motor Vehicle Administration to issue a work-restricted
driver's license or work-restricted privilege to drive to certain persons; requiring the
Motor Vehicle Administration to reinstate a suspended license or privilege to drive
under certain circumstances; requiring the Secretary of Human Resources and the
Secretary of Transportation to jointly adopt regulations to implement certain
provisions of this Act; providing for the nonseverability of the provisions of this Act
in the case of a certain referendum vote; providing for the termination of this Act;
and generally relating to the reform of welfare in the State and the suspension of a
driver's license or privilege for failure to make child support payments. establishing
a Child Support Enforcement Privatization Pilot Program in Baltimore City and one
Queen Anne's County in the Department of Human Resources; authorizing the Secretary
of Human Resources to enter into contracts with companies to privatize all aspects of
child support enforcement functions of the Department; requiring the Secretary of
Human Resources to assist certain employees in identifying certain positions to which the
employee may transfer; providing that before implementing the Pilot Program, the
Secretary shall hire a consultant to help design the Pilot Program and to help develop a
request for proposal to transfer all aspects of child support enforcement; prohibiting the
payment to the contractors from coming from certain funds; prohibiting the payment to
the contractors from exceeding a certain rate; requiring the contractors to employ certain
current Child Support Enforcement Administration employees at a certain salary and
benefit level and for a certain period of time; requiring a request for proposal to transfer
