(iv) 1 shall be a resident of Charles County;
(v) 1 shall be a resident of Prince George's County; and
(vi) 1 shall be a resident of St. Mary's County.

(4)     Of the 11 members appointed to the Board for the Regional Institute for
Children and Adolescents in Prince George's County:

(i)     2 shall be residents of Calvert County;

(ii)    2 shall be residents of Charles County;

(iii)   2 shall be residents of St. Mary's County;

(iv)   5 shall be residents of Prince George's County; and

(v) Additionally, 1 member from each county listed in this paragraph
shall be a parent or other relative of a resident or of a former resident of the Regional
Institute.

(5)     Of the 9 members appointed to the Board for the Spring Grove Hospital
Center:

(i) 3 shall be residents of Baltimore County;

(ii) 3 shall be residents of Harford County; and

(iii) 3 shall be residents of Prince George's County.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995.

(House Bill 1070)

AN ACT concerning

Medical Laboratories

FOR the purpose of bringing existing laboratory law into agreement with federal law and
rules; making technical revisions to reflect reorganization of the Department of
Health and Mental Hygiene (DHMH); revising the definition of medical laboratory;
authorizing the Department of Health and Mental Hygiene to adopt certain regulations;
prohibiting the Department of Health and Mental Hygiene from requiring certain
qualifications;
allowing the Secretary of DHMH to accept reports of private
accrediting organizations to conduct routine inspections of certain laboratories;
defining and setting requirements for an accredited laboratory allowing the
Secretary to deem a laboratory accredited by an organization approved by the
