Preamble

WHEREAS, In 1988 the General Assembly enacted legislation to reorganize
Maryland public higher education and to establish the University of Maryland System;
and

WHEREAS, It is the intent of the Administration and the General Assembly to
reaffirm the commitment to the provisions of Chapter 246 of the Acts of the General
Assembly of 1988 and the pursuit of educational excellence at the University of Maryland
System; and

WHEREAS, It was the intent of the General Assembly to grant to the governing
boards of the institutions broader management authority and flexibility; and

WHEREAS, That authority and flexibility has not been fully achieved; and

WHEREAS, The State's current fiscal climate requires that the University of
Maryland System maintain personnel, procurement, and management flexibility in order
to maximize efficiency and cost savings and meet the State's goals; and

WHEREAS, It is the intent of the Administration and General Assembly to
ensure that the University of Maryland System is managed in a manner consistent with
good business practices, in the best interest of the citizens of Maryland; and

WHEREAS,Granting the University of Maryland System authority for managing
procur
ement under State guidelines will promote economy and efficiency and assist the
Syst
em in meeting the goals established in the 1988 reorganization legislation; and

WHEREAS, Increased flexibility and authority will enhance accountability of the
University Regents and System; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
