AN ACT concerning

Higher Education - University of Maryland System - Power and Responsibilities -

Accountability

FOR the purpose of providing that the University of Maryland System Board of Regents
may not be superseded in managing the affairs of the University of Maryland System
except under certain circumstances; requiring the Board of Regents to submit a
certain annual report authorizing the Board of Regents to establish procurement
standards and procedures for the University of Maryland System, subject to review
by the Board of Public Works and subject to certain limitations; clarifying that the
Board of Regents shall procure certain banking and financial services through the
State Treasurer; authorizing the Board of Regents to participate in State
procurement contracts; requiring the Board of Regents of the University of
Maryland System to submit a certain annual report to the Department of Budget
and Fiscal Planning, the Department of Fiscal Services, and the Maryland Higher
Education Commission; requiring the University of Maryland System to participate
in the Financial Management Information System administered by the Department
of Budget and Fiscal Planning with certain conditions; authorizing the Chancellor to
create certain positions subject to certain conditions; authorizing the Presidents of
the constituent institutions of the University of Maryland System to create positions
within existing funds subject to authority of the Board of Regents; removing the

University of Maryland System from the provisions of certain general State

procurement laws; clarifying that the Board of Public Works shall supervise the
expenditure of certain money; providing that certain transactions entered into
before this Act goes into effect remain valid; removing a certain restriction
concerning the University of Maryland System's authority to purchase supplies
funded by certain proceeds without certain approval requiring that certain positions
authorized under certain provisions be limited as specified annually in the State budget
bill: providing a certain effective date for certain authority to create positions under this
Act; requiring the Board of Regents to provide a certain report to the Legislative Policy
Committee by a certain date; providing for the termination of this Act; making
provisions of this Act severable; and generally relating to the powers and the
responsibilities of the Board of Regents of the University of Maryland System.
