including, without limitation, that or those which may be financed from the proceeds of
the issuance and sale of bonds the interest on which is exempt from federal income
taxation under the provisions of § 103 of the federal Internal Revenue Code or any other
federal statute hereafter enacted. A facility does not constitute a capital project of any
public body within the meaning of any statutory or charter provision.
SECTION 2. AND BE IT FURTHER ENACTED, That the power granted to the
Maryland Industrial Development Financing Authority, political subdivisions, or their
authorities in this Act shall be deemed to provide additional, alternative, and
supplemental authority and shall be regarded as supplemental and additional to powers
conferred upon such entities under existing law and shall not be regarded as in derogation
of or as a limitation to any power of such entities now existing.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995. It shall remain effective for a period of 3 years and, at the end of September
30, 1998, with no further action required by the General Assembly, this Act shall be abrogated
and of no further force and effect.

AN ACT concerning
Glen Echo Park Foundation Loan of 1989
FOR the purpose of amending Chapter 234 of the Acts of the General Assembly of 1989,
the Glen Echo Park Foundation Loan of 1989, as amended by Chapter 393 of the
Acts of the General Assembly of 1991 and Chapter 173 of the Acts of the General
Assembly of 1993, to extend the time by which the Glen Echo Park Foundation shall
present evidence of a matching fund to the Board of Public Works and to alter the
terms of the matching fund.
BY repealing and reenacting, with amendments,
Chapter 234 of the Acts of the General Assembly of 1989, as amended by Chapter
393 of the Acts of the General Assembly of 1991 and Chapter 173 of the Acts
of the General Assembly of 1993
