1995 LAWS OF MARYLAND

Article - Courts and Judicial Proceedings

3-837.

(a)     Each parent of a child who is the subject of a child in need of assistance
proceeding shall notify the juvenile court AND THE LOCAL DEPARTMENT OF SOCIAL
SERVICES of all changes in the parent's address.

(b)     The clerk's office of the juvenile court shall maintain a listing of the [latest
address] ADDRESSES provided by each parent of a child who is the subject of a child in
need of assistance proceeding.

(c)     On request of a local department of social services, the clerk's office shall
disclose to the local department the last known [address] ADDRESSES, AND ANY
OTHER ADDRESSES LISTED WITHIN THE PRECEDING 9 MONTHS, of the parents of a
child adjudicated in need of assistance, for purposes of attempting notification of a
petition for guardianship with the right to consent to adoption or long-term care short of
adoption.

(b) If a petition for guardianship is filed after a juvenile proceeding in which the
child has been adjudicated to be a child in need of assistance, the petitioner shall give
notice to the child's natural parent by serving a show cause order by certified mail or
private process ON THE NATURAL PARENT:

(1)  on IF the natural parent WAS PRESENT AT A CINA HEARING AND
NOTIFIED BY THE COURT OF THE REQUIREMENTS OF § 3-837 OF THE COURTS
ARTICLE:

(I) at the latest address listed in juvenile court records maintained in
accordance with § 3-837 of the Courts Article OR AT ANY MORE CURRENT;

(II) AT THE LATEST ADDRESS LISTED IN THE RECORDS OF THE
LOCAL DEPARTMENT OF SOCIAL SERVICES, IF THE PARENT WAS PRESENT AT A CINA
HEARING AND WAS TOLD OF THE REQUIREMENTS OF § 3-837 OF THE COURTS
ARTICLE
; or

(III) AT ANY OTHER ADDRESS LISTED IN THE RECORDS OF THE
JUVENILE COURT OR LOCAL DEPARTMENT OF SOCIAL SERVICES WITHIN 6 MONTHS
BEFORE THE FILING OF THE GUARDIANSHIP PETITION; OR

(2)      [except for a petition filed under subsection (e) of this section,] on the
natural parent IF THE NATURAL PARENT WAS NOT PRESENT AT A CINA HEARING
AND NOTIFIED BY THE COURT OF THE REQUIREMENTS OF § 3-837 OF THE COURTS
ARTICLE:

(I) AT THE LATEST ADDRESS, IF ANY, LISTED IN JUVENILE COURT
RECORDS MAINTAINED IN ACCORDANCE WITH § 3-837 OF THE COURTS ARTICLE; OR
