(a) (1) In accordance with the provisions of the State Personnel AND PENSIONS
Article that govern classified service employees, the Secretary may establish a security
force to protect people and property on or about improvements, grounds, and
multiservice centers under the jurisdiction of the Department.

(c)     Except as provided in subsection (b) of this section or otherwise by law, the
Director shall appoint and remove all other staff in accordance with the provisions of the
State Personnel AND PENSIONS Article that govern classified service employees.

(d)     For purposes of Division I of the State Personnel AND PENSIONS Article, an

(c) Except as otherwise provided by law, the Comptroller shall appoint the Chief
