(b) (3) Except as provided in this section or otherwise by law, the Secretary

(a) In accordance with the provisions of the State Personnel AND PENSIONS
Article that govern classified service employees, the Secretary may appoint and remove
superintendents to supervise designated improvements, grounds, and multiservice centers
under the jurisdiction of the Department, including those in Annapolis and Baltimore
City.
