Ch. 120                                    1995 LAWS OF MARYLAND

(11)   Acquire real property or rights or easements in it by condemnation for
projects in accordance with all laws applicable to the condemnation of property for public
use; however, in exercising the power of eminent domain for any project, the action shall
be approved by resolution of the legislative body of each political subdivision in which the
property to be taken is located by at least a 2/3 majority;

(12)   Borrow money and issue bonds for the purpose of financing or
refinancing all or any part of the cost of any 1 or more projects or for any other corporate
purpose of the Corporation; secure the payment of such borrowing or any part by pledge
of or mortgage or deed of trust on all or any part of its properties or revenues; combine
projects for financing, make agreements with or for the benefit of the purchasers or
holders of bonds or with others in connection with the issuance of any bonds, whether
issued or to be issued, that the Corporation deems advisable; and otherwise provide for
the security of such bonds and the rights of the holders of them;

(13)   Fix, revise from time to time, and collect rates, rentals, fees, and charges
for the use of or for services and facilities provided or made available by the Corporation;

(14)   Enter with the permission of the owner upon lands, waters, or premises
for the purpose of making surveys, soundings, borings, and examinations to accomplish
any purpose authorized by this subtitle;

(15)   Exercise any power usually possessed by private corporations in
performing similar functions, which is not in conflict with the Constitution and the laws of
this State; and

(16)   Do all things necessary and convenient to carry out the powers expressly
granted by this subtitle.

(a)     The Corporation may provide by resolution for the issuance at 1 time, or in
series from time to time, revenue bonds of the Corporation for the purpose of financing
or refinancing all or a part of the costs of a project, and for all other lawful corporate
purposes of the Corporation set out in this subtitle.

(b)     The bonds shall be dated, shall bear interest at a rate or. rates; and shall
mature at such time or times not exceeding 40 years from the date or dates of their
respective issues, as may be determined by the Corporation, and may be sold at the price
or prices and under the terms and conditions fixed by the Corporation before the issuance
of the bonds. The principal of and the interest on the bonds may be made payable in any
lawful medium.

(c)     The bonds shall not be deemed to constitute a debt, liability, or a pledge of
the full faith and credit of the State of Maryland or of any political subdivision thereof
other than the Corporation, but such bonds shall be payable solely from the funds herein
provided. All bonds of the Corporation shall contain on their face a statement to the
effect that neither the State of Maryland nor any political subdivision thereof other than
the Corporation shall be obligated to pay the same or the interest on them except from
revenues pledged to them and that neither the full faith and credit nor the taxing power
of the State or any political subdivision thereof is pledged to the payment of the principal
