Economic and Employment Development to the Department of Labor, Licensing,
and Regulation; abolishing the Department of Economic and Employment
Development and Department of Licensing and Regulation as principal
departments of State government; providing for the appointment of the secretaries,
deputy secretaries, and the heads of certain units of the new Departments and for
the terms, duties, responsibilities, authority, and functions of those individuals;
establishing the Maryland Economic Development Commission within the
Department of Business and Economic Development; providing for the powers and
duties of the Commission; establishing the procedures for appointing the
Commission; setting the maximum number of Commission members; providing for
ex officio membership on the Commission; providing for certain eligibility criteria
for Commission members; providing for the terms of appointment to the
Commission; establishing a certain meeting requirement and reporting requirement
for the Commission; providing for the reimbursement of certain expenses of
Commission members; requiring Commission members to be subject to the
Maryland Public Ethics Law; requiring certain units of government to provide
certain information to the Commission; abolishing certain cabinets, councils, and
commissions in the Department of Business and Economic Development;
establishing and providing for the powers, duties, and objectives of certain Divisions
and units of government within each Department; abolishing certain Divisions and
units of government within the Department of Business and Economic
Development; designating an empowerment zone as an enterprise zone; requiring that
employees of the Department of Business and Economic Development hired after a
certain date bo in the unclassified service; requiring certain positions to remain in
the classified service under certain conditions; authorizing the Secretary of the
Department of Business and Employment Development to set the compensation of
certain employees; increasing the maximum amount of certain loans within certain
funds; increasing the maximum amount of moneys that may be retained in certain
funds; authorizing the Secretary of the Department of Business and Economic
Development to transfer funds among certain accounts for workplace training
purposes; requiring the repayment of certain loans from the Defense Adjustment
Loan Fund to be retained by the Fund under certain circumstances; repealing a
certain restriction on loans made from the Defense Adjustment Loan Fund; declaring
the intent of the General Assembly; requiring that the employees of the Department of
Business and Economic Development hired after a certain date be in the unclassified
service; requiring certain positions to remain in the classified service under certain
conditions; authorizing the Secretary of the Department of Business and Economic
Development to set the compensation of certain employees, subject to certain limitations;
requiring that certain classified employees in the Department of Business and Economic
Development participate in certain pay increases under certain circumstances; permitting
a certain retraining program to apply to certain hospital employees; providing for the
interpretation of certain provisions of this Act; requiring a certain department to take a
certain action; increasing the maximum amount of certain loans within a certain fund;
repealing a certain restriction on loans made from the Defense Adjustment Loan
Fund; clarifying the individuals or parties who may appeal a certain decision of a
certain board of appeals; providing that certain printing contracts for a certain
department are not subject to a certain condition; authorizing certain investment
earnings and the repayment of certain loans made from money transferred from the
