[(a-2) No practitioner shall dispense methamphetamine, directly or by
prescription, except in recognized cases of medical need, as prescribed by the
Department by regulation in cooperation with the medical and chirurgical faculty of
Maryland.]

[(b-1) No practitioner shall dispense amphetamine, directly or by prescription,
except in recognized cases of medical need, as prescribed by the Department by
regulation in cooperation with the medical and chirurgical faculty of Maryland.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1995.

AN ACT concerning

Allegany County Board of Education - Nonvoting Student Member

FOR the purpose of prohibiting a nonvoting student member of the Allegany County
Board of Education from attending certain sessions of the County Board.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

3-204.

(a)     All actions of the County Board shall be taken at a public meeting and a
record of the meeting and all actions shall be made public.

(b)     This section does not prohibit the County Board from meeting and
deliberating in executive session, provided that any action of the Board, together with the
individual vote of each member, is contained in a public record.

(c)     A nonvoting student member may not attend executive sessions of the County
Board [unless invited by a majority of the elected members of the County Board].
