(2) For operating assistance to reduce the operating costs of a rental
housing production project by depositing the loan proceeds in an interest bearing account
subject to the control of the Department that shall be made available for paying some or
all of the operating costs of a project including the principal and interest when due on any
prior mortgage loan securing the rental housing production project.

(c) The Department may modify the rate of interest, the time or amount of
payment, or any other term of a loan in order to ensure repayment of the loan and
achieve the purposes of the Program.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1995.

FOR the purpose of revising criteria for providing financial assistance to certain
community action agencies; providing for adoption of certain regulations; and
generally relating to the Department of Housing and Community Development and
Community Action Agencies.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(a) In this section the following words have the meanings indicated.

(1) "Community action agency" means:

(i) A governmental unit in a political subdivision of the State;

(ii) A governmental unit created by a combination of political
subdivisions;
