90.01.02.01 Dedicated Purpose Account

To add a new appropriation to page 125 of the
printed bill (first reading file bill), to
provide funds to reduce the State's
outstanding liabilities for the State
Employee Health Insurance Program.
Funds will be expended as required to pay
the outstanding liabilities on the contract
that expired with Blue Cross/Blue Shield of
Maryland in 1992 and to partially offset the
unfunded "runout" liabilities associated
with the current Blue Cross/Blue Shield
contract.

To become available immediately upon
passage of this budget to supplement the
appropriation for fiscal year 1994 to provide
funds to meet known or anticipated
shortfalls in the Community Services
program of the Developmental" Disabilities,
Administration, Department of Health and
Mental Hygiene.

Object .12 Grants, Subsidies and
Contributions

20,000,000

General Fund Appropriation, provided that up to
$2,000,000 of this appropriation may be used to create or
expand community programs under the Mental Hygiene
Administration of the Department of Health and Mental
Hygiene to reduce the number of resident patients in State
mental hospitals and prevent new admissions.
