SECTION 30. AND BE IT FURTHER ENACTED, That, the Fiscal Year 1995
appropriation made to the Executive Direction Unit (34.01.01.01) of the Department of
Licensing and Regulation in Section 1 shall be reduced by $250,000 in General Funds For
the purpose eliminating four vacant positions. None of the positions to be abolished shall
be Assistant Attorney General or Legal Assistant positions. The reduction may be
distributed among the various units of the department at the discretion of the Secretary.

SECTION 31. AND BE IT FURTHER ENACTED, That for Fiscal Year 1995 funds
may be expended to implement automatic increases of pay rates set under the Standard
Pay Plan or any other plan and merit raises in institutions of public higher education and
the executive pay plan only as provided in this section:

(1)     Automatic increases and merit raises scheduled to be effective July 1, 1994
shall be deferred until September 1, 1994; and

(2)     Automatic increases and merit raises scheduled to be effective January 1, 1995
shall he deferred until March 1, 1995.
                                                               

SECTION 16. 30. 31. 32. AND BE IT FURTHER ENACTED, That numerals of
this bill showing subtotals and totals are informative only and are not actual
appropriations. The actual appropriations are in the numerals for individual items of
appropriation. It is the legislative intent that in subsequent printings of the bill the
numerals in subtotals and totals shall be administratively corrected or adjusted for
continuing purposes of information, in order to be in arithmetic accord with the numerals
in the individual items.

SECTION 17. 31. 32. 33. AND BE IT FURTHER ENACTED, That pursuant to
the provisions of Article III, Section 52(5a) of the Constitution of Maryland, the following
total of all proposed appropriations and the total of all estimated revenues available to
pay the appropriations for the 1995 Fiscal Year is submitted:
