SECTION 29. AND BE IT FURTHER ENACTED, That funds appropriated in
this budget to provide a cost of living increase to State employees may be applied only as
provided in this section:

(1)     For Fiscal Year 1995 each full time equivalent employee shall receive as a cost
of living increase the greater of two three percent of salary or $850 $700 $800 paid on an
annual basis.

(2)     The Governor and officials responsible for administration and amendment of
State compensation plans shall take such measures as may be required to implement this
provision.

(3)     This section shall not apply to State judges to the extent it is inconsistent with
action the General Assembly may take with respect to judicial compensation by joint
resolution.

SECTION 30. AND BE IT FURTHER ENACTED, That the Fiscal Year 1995
appropriations made in Section 1 to the programs listed below shall be reduced by the
amounts indicated below for the purpose of eliminating 23 Assistant Attorney General VI
positions in various programs, agencies, and departments and two attorney positions in
the University of Maryland System:
