Federal Fund Appropriation............................

No funds may be expended, nor appropriations
provided, by budget amendment or otherwise,
to implement a lead poisoning prevention
program until:

(1)    the department has submitted to the budget
committees and relevant subject matter
committees a detailed implementation plan
including (a) estimates of revenues and
expenses and personnel requirement of the
program; and (b) a work plan describing how
resources will be applied toward
implementation of statutory provisions
authorizing the program; and

(2)    the committees have reviewed and
commented on the plan or 45 days have
elapsed from its delivery to the committees.
