General Fund Appropriation, provided that
the department and the National
Information Technology Center shall, prior
to July 1, 1994, jointly establish quarterly
performance goals for NITC. Further
provided that the $300,000 appropriation
shall be allotted quarterly in equal amounts
and may be paid over to NITC after
October 1, 1995 only upon certification of
the Secretary that the performance goals
with regard to the level of dues-paying
members, the amount of non-state funds
raised and the number of projects undertaken
for during the preceding quarter have been
met. The budget committees shall receive
copies of the performance goals and
certifications issued under this provision.

Further provided that $233,000 of the grant in
the Fiscal 1994 appropriation may not be
expended for any expenses of the National
Information Technology Center. The budget
committees must review and comment upon
the department's proposed use of these funds
to support other initiatives...............................

hereby granted to use these receipts as
special funds for operating expenses in this
