the purposes herein appropriated and may
only be transferred for the purpose of
enhancing or matching federal funds for
community mental health services. Further,
all appropriations earmarked for direct care
services under this program may only be
used for that purpose and may not be used
for administration of the program. All funds
remaining at the close of June 30, 1995 shall
revert to the general fund.
