program) from the programs listed. Funds
hereby restricted which are not transferred
to community services shall be reverted to
the general fund.

The General Assembly hereby provides that $5
million of general funds appropriated in the
following programs:

32.12.03.01 Walter P. Carter Center
32.12.07.01 Eastern Shore Hospital
Center

32.12.08.01 Springfield Hospital Center
32.12.09.01 Spring Grove Hospital
Center
may be used only for community mental
health services. Authorization is hereby
granted for transfer of this amount to
program 32.12.01.02 (Community Services
program) from the programs listed.

Reduce the number of vacant permanent
positions (PINs) authorized for the State
psychiatric facilities by 75 without a dollar
reduction to appropriations in FY 1995.

32.12.01.02 Community Services

General Fund Appropriation, provided that
funds appropriated herein may be used to
develop a broad range of services to assist in
returning children with special needs from
out-of-state placements of children with
special—needs; to prevent unnecessary
residential or institutional placements
within Maryland; and to work with local
jurisdictions in these regards. Policy
decisions regarding the expenditures of such
funds shall be made jointly by the Special
Secretary for Children, Youth and Families,
the Secretaries of Health and Mental
Hygiene, Human Resources, Juvenile
Services, Budget and Fiscal Planning and
the State Superintendent of Education.......
