Funds may only be increased above the levels
herein provided upon notification to the
budget committees, or the passage of 45
days from receipt of notification.

No funds appropriated for the Department of
Transportation may be expended for the
purpose of establishing a Transit Area
Development Incentive Program.

The State may not demolish, lease, move,
donate, sell or in any way transfer
ownership or control of the property known
collectively as the "Baltimore Life Building"
until:

(1)    The Departments of Budget and Fiscal
Planning and Transportation have jointly
submitted a written plan for use or
disposition of the building, which also
indicates how the State will recoup its initial
investment of $6.5 million as well as any
additional funds expended, such as for
asbestos removal; and

(2)    The budget committees have reviewed
and commented upon the plan or 45 days
have elapsed from the date the plan is
received by the committees,
