SECTION 3. AND BE IT FURTHER ENACTED, That this Act is an emergency
measure, is necessary for the immediate preservation of the public health and safety, has
been passed by a yea and nay vote supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, and shall take effect from the date it is
enacted.

AN ACT for the purpose of making the proposed appropriations contained in the State
Budget for the fiscal year ending June 30, 1995, in accordance with Article III,
Section 52 of the Maryland Constitution; and generally relating to appropriations
and budgetary provisions made pursuant to that section.
SECTION 1. BE IT ENACTED' BY THE GENERAL ASSEMBLY OF
MARYLAND, That subject to the provisions hereinafter set forth and subject to the
Public General Laws of Maryland relating to the Budget procedure, the several amounts
hereinafter specified, or so much thereof as shall be sufficient to accomplish the purposes
designated, are hereby appropriated and authorized to be disbursed for the several
purposes specified for the fiscal year beginning July 1, 1994, and ending June 30, 1995, as
hereinafter indicated.
