Bill No. 3-1993

An Act repealing Section 16.510 "Collection, levy, receipt for collection of annual mobile
home taxes" of the Howard County Code and substituting new Section 16.510 "Mobile
Home Site Rental Tax" to clarify who pays the tax, the amount of the tax, when it is paid,
when it is submitted to the Director of Finance; to require that mobile home park owners
provide certain information to the County; to provide penalties for failure to supply
information or for late payment of the taxes to the County; and to authorize the County
to audit the records of mobile home park owners to verify that the mobile home site
rental tax has been correctly calculated and reported to the County.

Bill No. 7-1993

An Act pursuant to Section 403 "Reorganization of the Executive Branch" of the Howard
County Charter. This Act, which is contingent upon enactment of Maryland
House/Senate Bill 1111 authorizing an Economic Development Authority in Howard
County, provides for:

(1)    The elimination of the Department of Economic Development;

(2)    The elimination of the Economic Development Advisory Council and the Industrial
Development Revenue Bond Review Board;

(3)    The transfer of the Office of Employment and Training to the Department of
County Administration; and

(4)    The transfer of responsibility for the agricultural land preservation program to the
Department of Planning and Zoning.

Bill No. 8-1993

An Act pursuant to House Bill 108 (General Assembly of Maryland, 1992) enacting a
building excise tax on new building construction in Howard County; declaring the
provisions of this Act effective upon the effective date of House Bill 108.

[Adding new Subtitle 11. Building Excise Tax, §§ 20-1100 through 20-1106, to the
Howard County Code.
