AN ACT to repeal and reenact with amendments, Section 256-45.3, Surcharge for Sewer
Capital Project 6400, of Article V, Capital Charges, of Chapter 256, Water and
Sewers, of the Harford County Code, as amended; to clarify that only properties
with existing uses located on them are eligible for how and when the 20-year annual
payment option for Sewer Capital Project 6400; to specify how and when the option
6400 may be elected; to clarify the types of properties eligible for such an election;
and generally relating to Sewer Capital Project 6400.

AN ACT to add new Section 123-34.1, Semiannual Property Tax Payments, to Article I,
General Provisions, of Chapter 123, Finance and Taxation, of the Harford County
Code, as amended; to authorize certain property owners to elect to pay property
taxes on a semiannual basis; to require certain property owners to pay a service
charge; to provide for a certain manner of expressing and calculating a certain
service charge; to require certain information to be stated on certain tax bills; to
establish a certain payment schedule; to require that certain property taxes be paid
in certain manner if an escrow account is established; and generally relating to
payment of property taxes.

AN ACT to repeal and reenact, with amendments, Section 9-45, Creation; Membership;
Terms; Voting; Quorum, of Article VIII, Harford County Health Planning
Commission, of Part 2, Nonbinding Advisory Boards, of Chapter 9, Boards,
. Commissions, Councils and Agencies; to stagger the terms of the members of the
Health Planning Commission; to alter the terms of Commission members; to
establish a restriction on the number of terms a member may serve; to establish a
certain provision concerning the filling of vacancies on the Commission; to establish
a certain provision concerning Commission action; and generally relating to the
Health Planning Commission.
