HARFORD COUNTY

Section 41-32, heading, Blanket Orders, of Article III, heading, Purchase Orders
and Contracts; to add new Subsection E. to Section 41-27, Open market procedure,
of Article III, Purchase Orders and Contracts; all of Chapter 41, heading,
Procurement, of the Harford County Code, as amended; to provide for a new
definition of the word "agencies;" to provide for the responsibility of the Director
for the purchase of any interest in real property; to provide for an increase in the
amount of a purchase before a certification of funds is necessary; to provide for
increased monetary thresholds for competitive bidding, purchasing of supplies and
contractual services, and sales of personal property; to provide for the responsibility
of the Director to maintain qualification questionnaires; to delete the maximum
amount for single purchases against blanket order agreements; and generally
relating to Procurement.

[Effective Date June 14, 1993]

Bill No. 93-14

AN ACT to repeal and reenact, with amendments, Subsections A and D of Section
214-11, Enforcement, Suspension or Revocation of Permit, of Article I, Sediment
Control, and to add new Section 214-25.1, Additional Civil Penalty, to Article I,
Sediment Control, all of Chapter 214, Sediment Control and Stormwater
Management, of the Harford County Code, as amended; to establish a civil penalty
for violations of the county's sediment control laws; to establish a procedure for
imposing the penalty; to allow the penalty to be appealed; to impose certain
requirements on the county in regard to the penalty; to provide the adjudication of
the penalty does not constitute a criminal conviction and does not impose any civil
disability normally imposed by a criminal conviction; and generally relating to
sediment control.

[Effective Date July 12, 1993]

Bill No. 93-19

AN ACT to repeal and reenact with amendments, Section 256-13, Water and Sewer Plan,
of Article I, General Provisions, of Chapter 256, Water and Sewers, of the Harford
County Code, as amended, to provide for the establishment of the Water and Sewer
Plan as part of the Harford County Code and to further provide that a copy of said
Water and Sewer Plan, along with all amendments, is attached to this Act and made
a part hereof as though it were fully stated herein.

[Effective Date August 9, 1993]

Bill No. 93-23

AN ACT to repeal and reenact with amendments Section 267-104, Adequate Public
Facilities, of Article XXI, Public Facilities, of Part 6, Growth Management, of
Chapter 267, Zoning, of the Harford County Code, as amended, to provide for the
regulation of developments to ensure the adequacy of Water and Sewer facilities.
