Public Ethics

FOR the purpose of prohibiting County officials and employees from having affiliations
with certain types of private entities except as permitted and except upon disclosure
of such affiliations to the Baltimore County Ethics Commission and the County
Council, and requiring the Commission to establish certain guidelines.

of permits and licenses in order to employ off-duty uniformed police officers;
requiring the applicant to meet certain conditions and the approval of the chief of
police.

Smoking in Public Places

FOR the purpose of removing enclosed shopping centers or malls from the list of areas
exempted from the general prohibition upon smoking in public places, and
prohibiting such areas from being designated as smoking areas, and exempting
tobacco shops from the general prohibition upon smoking in public places.
