AN ORDINANCE concerning:

Executive Branch Reorganization

FOR the purpose of reorganizing the Executive Branch of County Government;
abolishing certain offices, departments and other units and positions in the
Executive Branch; reassigning, combining or reorganizating certain offices,
departments and units in the Executive Branch; creating certain new offices,
departments, and units; providing qualifications for certain officials; assigning
authority, duties, responsibilities, and functions to certain units, departments,
offices and officers; providing for certain agency heads to report directly to the
County Executive, the Chief Administrative Officer or a core group officer; creating
and providing for the positions of Chief of Staff, Land Use and Environment
Officer, and Human Services Officer changing the titles of certain officers and
offices; providing for the supremacy of this ordinance over conflicting or
inconsistent provisions of the Charter or the Code; providing for the transfer of
certain functions, powers, duties, equipment, property, assets, liabilities, and certain
employees; providing for the severability of any invalid provisions of this Ordinance;
and generally relating to the reorganization of the Executive Branch pursuant to
Section 503 of the Charter.

Article 1A, §§ 1-101 through 20-101, to be under the new article, "Article 1A,

Executive Branch Organization"

Disposition of Real Property

FOR the purpose of requiring that a determination that real property is surplus be
approved by the County Council; requiring that disposition of certain real property
be approved by the County Council; and making a technical correction.
