(2) IF MORE THAN TWO CANDIDATES RECEIVE AT LEAST 15 20 PERCENT
OF THE VOTES CAST FOR A VACANCY UNDER PARAGRAPH (1) OF THIS SUBSECTION,
THE CAUCUS SHALL NOMINATE THE THREE CANDIDATES RECEIVING THE HIGHEST
NUMBER OF VOTES AT THE ELECTION FOR THE VACANCY.

(D) (1) IN ACCORDANCE WITH SUBSECTION (C) OF THIS SECTION, THE
PERMANENT NOMINATING CAUCUS SHALL SUBMIT TO THE GOVERNOR A LIST OF
THE NAMES OF THE NOMINEES FOR EACH VACANCY ON THE HARFORD COUNTY
BOARD OF EDUCATION OR THE HARFORD COMMUNITY COLLEGE BOARD OF
TRUSTEES.

(2)      THE GOVERNOR SHALL FILL EACH VACANCY ON EITHER BOARD
FROM THE LIST OF NOMINEES SUBMITTED BY THE CAUCUS.

(3)      (I) THE GOVERNOR MAY DECLINE TO APPOINT A NOMINEE FROM
THE LIST SUBMITTED UNDER SUBSECTION (C) OF THIS SECTION.

(II) IF THE GOVERNOR DECLINES TO MAKE AN APPOINTMENT
FROM THE LIST OF NOMINEES SUBMITTED BY THE CAUCUS, THE CAUCUS SHALL
RECONVENE AND SELECT NEW NOMINEES IN ACCORDANCE WITH THIS SECTION
UNTIL THE VACANCY IS FILLED.

(a) THE HARFORD COUNTY BOARD OF EDUCATION CONSISTS OF SEVEN
MEMBERS WHO SHALL BE APPOINTED AS FOLLOWS:

(1) ONE MEMBER FROM EACH COUNCILMANIC DISTRICT; AND

(2) ONE MEMBER FROM THE COUNTY AT LARGE.

(B) Each member of the Harford County Board is entitled to receive $1,200 annually
for travel and other expenses going to and from Board meetings.

[(b)](C) Payments to a member for the expenses described in subsection (a) of this
section shall be paid in 12 equal monthly installments.

[(c)](D) Subject to the approval of the Board, a member may be reimbursed for
additional travel and other expenses.

(a) The Board of Community College Trustees for Harford County consists of
nine members. Of the members:

(1)     Each shall be a resident of Harford County; AND

(2)      [Seven] EACH shall be appointed by the Governor for terms of 5
years[; and

(3)     Two shall be appointed by the Harford County Board of Education from
among its members for terms of 1 year] FROM THE LIST OF NOMINEES SUBMITTED TO
THE GOVERNOR BY THE PERMANENT NOMINATING CAUCUS UNDER § 3-111.1 OF
THIS ARTICLE.
