WILLIAM DONALD SCHAEFER, Governor                        H.B. 1126

(A)     THE COUNTY EXECUTIVE OF PRINCE GEORGE'S COUNTY SHALL APPOINT
ONE OR MORE ATTORNEYS TO SERVE AS THE PEOPLE'S ZONING COUNSEL SUBJECT
TO THE CONFIRMATION OF THE PRINCE GEORGE'S COUNTY DISTRICT COUNCIL.

(B)      (1) THE PEOPLE'S ZONING COUNSEL IS ENTITLED TO COMPENSATION IN
ACCORDANCE WITH THE COUNTY BUDGET.

(2) THE PEOPLE'S ZONING COUNSEL SHALL BE PROVIDED WITH
CLERICAL AND OTHER ASSISTANCE IN ACCORDANCE WITH THE COUNTY BUDGET.

(C)     (1) THE PEOPLE'S ZONING COUNSEL SHALL APPEAR AT ALL HEARINGS
ON ZONING CASES FOR THE PURPOSE OF PROTECTING THE PUBLIC INTEREST AND
INSURING THE COMPILATION OF A COMPLETE RECORD.

(2)      THE PEOPLE'S ZONING COUNSEL MAY SUMMON, EXAMINE, AND
CROSS-EXAMINE WITNESSES, INTRODUCE EVIDENCE INTO THE RECORD, FILE
EXCEPTIONS, AND MAKE ARGUMENTS AS TO THE LAW AND THE EVIDENCE AS THE
CASE MAY WARRANT.

(3)      IF THE PEOPLE'S ZONING COUNSEL CONSIDERS A DISTRICT
COUNCIL DECISION ERRONEOUS AS A MATTER OF LAW, THE PEOPLE'S ZONING
COUNSEL SHALL HAVE STANDING TO APPEAL ANY THE FINAL DECISION OF THE
DISTRICT COUNCIL UNDER § 8-106 OF THIS TITLE.

(D)     THE DISTRICT COUNCIL MAY PROVIDE ADDITIONAL POWERS AND
DUTIES OF THE PEOPLE'S ZONING COUNSEL IN THE PRINCE GEORGE'S COUNTY
ZONING ORDINANCE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is intended to
reestablish the position of the People's Zoning Counsel under the Regional District Act.
It is not intended to affect the right to the position of any individual holding the position
of the People's Zoning Counsel on the effective date of this Act.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed House Bill 1126.

House Bill 1126 is a Maryland Public Broadcasting Commission bill which would
authorize the Commission to compensate senior management of Maryland Public
Television at rates commensurate with the Executive Pay Plan. The bill was necessary
