(8)     The State's Attorney from either St. Mary's, Charles, or Calvert County
who is chosen by a majority vote of the State's Attorneys of these counties;

(9)     The State's Attorney from either Frederick, Washington, Allegany, or
Garrett County who is chosen by a majority vote of the State's Attorneys for, these
counties;

(10)   The State's Attorney of either Cecil, Kent, Queen Anne's, Caroline, or
Talbot County who is chosen by a majority vote of the State's Attorneys for these
counties; and

(11)   The State's Attorney of either Dorchester, Wicomico, Worcester, or
Somerset County who is chosen by a majority vote of the State's. Attorneys for these
counties.

(b)     The terms of the members are two years and until their successors are chosen
and qualify. Members of the Council may serve only during the time as they hold offices
which qualify them for membership. Members are eligible to serve more than one term.
Any vacancy occurring on the Council shall be filled in the same manner as the original
membership.

(c)     Membership on the Council does not constitute holding an office of profit.

(d)     The Council shall designate from among its members a chairman and vice
chairman who shall serve for a term of two years and who are eligible for reelection. The
Council shall meet at least four times each year and shall hold special meetings when
called by the chairman, or in the absence of the chairman by the vice chairman, or when
called by the chairman upon the written request of three Council members. A majority of
the Council members constitutes a quorum. The Council shall establish its own
procedures and requirements with respect to its meetings, deliberations, and the
administration of the functions of the Council.

(e)     The State's Attorneys' Coordinator shall serve as the secretary to the Council
and perform the duties and responsibilities the Council directs in order to carry out the
functions of the Council.

(F) THE COUNCIL SHALL ADOPT REGULATIONS, AFTER CONSULTATION WITH
THE STATE BOARD OF VICTIM SERVICES, GOVERNING THE ADMINISTRATION OF
THE VICTIM AND WITNESS PROTECTION AND RELOCATION PROGRAM ESTABLISHED
UNDER ARTICLE 27, § 770 OF THE CODE.

Article 27 - Crimes and Punishments

761.                                             

A crime victim or witness should:

(1)     Be informed by appropriate criminal justice agencies of these guidelines;

(2)     Be treated with dignity, respect, courtesy, and sensitivity;
