Annotated Code of Maryland

(1991 Replacement Volume and 1993 Supplement)

Preamble

WHEREAS, All Maryland citizens should have the opportunity to work for a living
and lead productive lives; and

WHEREAS, Historical disenfranchisement, discrimination, inadequate education
and skill levels have often undermined the chances of African American teenagers to
compete successfully in the labor market; and

WHEREAS, There were 173,000 unemployed individuals in Maryland in 1992, up
from 151,000 in 1991; and

WHEREAS, Of the 173,000 unemployed individuals in Maryland, 90,000 were
minorities; and

WHEREAS, In 1992, there were 106,000 individuals in Maryland between the ages
of 16 and 19 in the labor force; and

WHEREAS, Of the 106,000 individuals in Maryland between the ages of 16 and 19
in the labor force, 28,000, or 26.4%, were unemployed; and

WHEREAS, There were 53,000 individuals in Maryland in 1991 who were
underemployed; and

WHEREAS, There is a need in Maryland to study ways to alleviate the problems of
unemployment and underemployment, especially amongst the African American teenage
population; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 83A - Department of Economic and Employment Development

3-105.

(A)     THERE IS A COMMISSION ON JOBS.

(B)     THE COMMISSION SHALL CONSIST OF 21 MEMBERS.

(C)     THE MEMBERS OF THE COMMISSION SHALL INCLUDE:

(1)     TWO MEMBERS OF THE MARYLAND HOUSE OF DELEGATES,
APPOINTED BY THE SPEAKER OF THE HOUSE;

(2)     TWO MEMBERS OF THE SENATE OF MARYLAND, APPOINTED BY THE
PRESIDENT OF THE SENATE;

(3)      ONE REPRESENTATIVE OF THE DEPARTMENT OF ECONOMIC AND
EMPLOYMENT DEVELOPMENT, APPOINTED BY THE SECRETARY OF ECONOMIC AND
EMPLOYMENT DEVELOPMENT; AND
