S.B. 821 VETOES

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 821.
Senate Bill 821 would create a Commission on Jobs within the Department of Economic
and Employment Development, whose charge would be to develop a plan to address the
problems of unemployment and underemployment in the State, and increase the level of
employment for all eligible Maryland workers. The Commission was to give special
attention to available unemployment information pertaining to African-American
teenagers. The Commission also would be directed to study the feasibility of enacting tax
credits for Maryland firms that create skilled jobs for unemployed individuals.
While I appreciate the intended purpose of the bill, the responsibilities of this
Commission could be readily addressed by a collaborative effort of the Governor's Work
Force Investment Board and the Office of Minority Affairs' Advisory Commission on
Black Males. The missions of both groups include employment and job creation issues.
Therefore, creation of the Commission on Jobs would duplicate existing efforts.
In addition, the creation of this new Commission would impose significant additional
costs on the Department of Economic and Employment Development, whereas the
existing groups could perform the specified activities within their existing budgets. In
order to reduce unnecessary duplication of effort and increased costs, I have vetoed
Senate Bill 821.

AN ACT concerning
Economic and Employment Development - Formation of Commission on Jobs
FOR the purpose of creating the Commission on Jobs; providing for the membership and
staff support of the Commission; authorizing a member of the Commission to
receive reimbursement for certain expenses under certain circumstances; requiring
the Commission to study certain issues and make certain recommendations;
requiring the Commission to submit certain reports to the Governor and the
General Assembly; and generally relating to the Commission on Jobs.
