VETOES

State Personnel - Grievances

FOR the purpose of specifying the agencies that- may- be involved; in grievable. actions;
clarifying who may be partners parties in a grievance; and generally relating to State
employee grievance procedures.

BY repealing and reenacting, with amendments,
Article - State Personnel and Pensions
Section 10-101

Annotated Code of Maryland
(1993 Volume)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - State Personnel and Pensions

10-101.

In this title, "grievance" means a dispute [between an employee and the employee's
employer] INVOLVING AN EMPLOYEE'S APPOINTING AUTHORITY OR DEPARTMENT
OR THE DEPARTMENT OF PERSONNEL about the interpretation of and application to
the AFFECTED employee of:                                                              

(1)     a personnel policy or regulation adopted by the Secretary; or

(2)     any other policy or regulation over which management has control.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is intended to
clarify that the parties in a grievance may include an employee and the employee's
appointing authority, th
e employee's department, or the Department of Personnel, clarify
that the Department of Personnel may be a party in a grievance when the Department's action
or lack of action is the subject of the dispute.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

This bill would revise the definition of "lobbyist" to include persons employed to
influence executive action on procurement contracts over $100,000 and would prohibit an
