SECTION 2. AND BE IT FURTHER ENACTED, That for the fiscal year 1995,
notwithstanding any other provision of law, the Maryland Legal Services Corporation
shall pay $500,000 $250,000 from funds received from the Interest on Lawyers Trust
Account (IOLTA) program, as provided by § 10-303 of the Business Occupations and
Professions Article, to the Office of the Public Defender to defray any costs of Children
in Need of Assistance (CINA) cases. These funds may be made available to the Office of
the Public Defender by approved budget amendment.

SECTION 3. AND BE IT FURTHER ENACTED, That, for use during Fiscal
Year 1995, notwithstanding any other provision of law:

(a)     At least $1,000,000 of any unexpended Fiscal Years 1993 and 1994 General
Fund appropriations to budget program 32.06.02.05 (Women, Infants and Children Food
Program) that exceed the related fiscal year General Fund expenditures for
administration and food costs for the Program shall be transferred to the Dedicated
Purpose Account of the State Reserve Fund established under § 7-310 of the State
Finance and Procurement Article. Any funds transferred under the provisions of this
subsection shall be set aside as a "WIC" contingency reserve account to be used only for
the administration and food costs expenditures for the Women, Infants and Children
(WIC) Food Program (budget program 32.06.02.05) to make maximum use of federal
funds that are available for the Program only in the federal fiscal year- in which they are
appropriated.

(b)     At least $3,500,000 of any Fiscal Year 1994 General Fund appropriation to
budget program 32.06.02.04 (Primary Prevention for Targeted Population) that exceeds
the related fiscal year General Fund expenditures shall be transferred to the Dedicated
Purpose Account of the State Reserve Fund established under § 7-310 of the State
Finance and Procurement Article. Any funds transferred under the provisions of this
subsection shall be used only for the specific purpose of providing specialty medical care
services for recipients of the Disability Assistance Loan Program (PALP).

(c) At least $3,000,000 of any Fiscal Year 1994 General Fund appropriation to
budget program 36.01.02.07 (Students with Disabilities) that exceeds related Fiscal Year
1994 General Fund expenditures shall be transferred to the Dedicated Purpose Account
of the State Reserve Fund established under § 7-310 of the State Finance and
Procurement Article. Any funds transferred under the provisions of this subsection shall
be used only for the specific purpose of providing services under the "Systems Reform
Initiative" through the Office for Children, Youth, and Families.

(d) Notwithstanding the provisions of § 7-310(d) of the State Finance and
Procurement Article, after notice to the Legislative Policy Committee, any funds provided
to the Dedicated Purpose Account under this section may be transferred from the
Account by budget amendment for the specific purpose authorized for the use of those
funds in this section. The specific approval of the Legislative Policy Committee is not
required to transfer the funds for the authorized use.
