(2)      THE "WIC" CONTINGENCY RESERVE CONSISTS OF ANY FUNDS
TRANSFERRED TO THE ACCOUNT AND ANY FUNDS APPROPRIATED IN THE STATE
BUDGET.

(3)      AS PROVIDED IN § 18-108(C) OF THE HEALTH - GENERAL ARTICLE,
THE "WIC" CONTINGENCY RESERVE ACCOUNT SHALL BE REPLENISHED THROUGH
AN ALLOWANCE INCLUDED BY THE GOVERNOR IN THE STATE BUDGET TO
MAINTAIN A PROJECTED BALANCE OF AT LEAST $1,000,000 AT THE START OF THE
FISCAL YEAR.

(4) NOTWITHSTANDING THE PROVISIONS OF SUBSECTION (D) OF THIS
SECTION, AFTER NOTICE TO THE LEGISLATIVE POLICY COMMITTEE, FUNDS MAY BE
TRANSFERRED TO OR FROM THE "WIC" CONTINGENCY RESERVE ACCOUNT BY
BUDGET AMENDMENT. MONEYS MAY BE TRANSFERRED FROM THE RESERVE
ACCOUNT ONLY TO THE EXTENT FUNDS HAVE BEEN EXPENDED BY THE
DEPARTMENT OF HEALTH AND MENTAL HYGIENE FOR THE SOLE PURPOSE
SPECIFIED IN THIS SUBSECTION. TO THE EXTENT THE DEPARTMENT OF HEALTH
AND MENTAL HYGIENE RECOVERS FEDERAL FUNDS TO OFFSET ANY OF THESE
GENERAL FUND EXPENDITURES, THE FUNDS SHALL BE TRANSFERRED TO THE
"WIC" CONTINGENCY RESERVE ACCOUNT.

(5) NOTWITHSTANDING THE PROVISIONS OF SUBSECTION (F) OF THIS
SECTION, MONEYS IN THE "WIC" CONTINGENCY RESERVE ACCOUNT DO NOT
REVERT TO THE REVENUE STABILIZATION ACCOUNT.

(L) (1) THERE IS ESTABLISHED A RESERVE ACCOUNT FOR UNFUNDED
LIABILITIES WITHIN THE DEDICATED PURPOSE ACCOUNT FOR THE PURPOSE OF
MEETING MULTIYEAR EXPENDITURE NEEDS FOR LIABILITIES OF THE STATE
RELATING TO STATE EMPLOYEE WORKERS' COMPENSATION, STATE EMPLOYEE
HEALTH INSURANCE, AND DEVELOPMENTAL DISABILITIES.

(2)      THE RESERVE ACCOUNT FOR UNFUNDED LIABILITIES CONSISTS OF
ANY FUNDS TRANSFERRED TO THE ACCOUNT AND ANY FUNDS APPROPRIATED IN
THE STATE BUDGET.

(3)      NOTWITHSTANDING THE PROVISIONS OF SUBSECTION (F) OF THIS
SECTION, MONEYS IN THE RESERVE ACCOUNT FOR UNFUNDED LIABILITIES DO NOT
REVERT TO THE REVENUE STABILIZATION ACCOUNT.

Chapter 204 of the Acts of 1993

SECTION 5. AND BE IT FURTHER ENACTED, That, for fiscal year 1994,
notwithstanding any other provision of law, on or before June 30, 1994, the Governor
shall transfer to the General Fund:

(a)      [$5,000,000] $2,500,000 of the funds in the account of the Law Enforcement
and Correctional Training Fund established under Article 41, § 4-1301 of the Code; and

(b)     $337,000 of the funds in the account of the Environmental Trust Fund
established under § 3-302 of the Natural Resources Article.
