(3) Notwithstanding the above fees, the applicant shall submit to the
Maryland State Police:                                                                             

(i) A complete set of the applicant's legible fingerprints taken on
standard fingerprint cards; and

(ii) Payment for the cost of the fingerprint card record checks.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, I have today
vetoed Senate Bill 199.

This emergency bill would repeal certain State and local government sanctions and
prohibitions against the Republic of South Africa.

House Bill 71, which was passed by the General Assembly and signed by me on April 12,
1994, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 199.

AN ACT concerning

State Finance and Procurement - Removal of Sanctions Against Republic of South Africa

FOR the purpose of repealing certain State and local government sanctions and
prohibitions against the Republic of South Africa; making this Act an emergency
measure; and generally relating to the repeal of certain sanctions against the
