WILLIAM DONALD SCHAEFER, Governor                         Ch. 751

Dear Mr. Speaker:

On May 26, 1994, I sent you a letter in which I indicated my intention to veto House Bill
1393. By this letter, I rescind my letter of May 26 and intend to permit House Bill 1393 to
become law pursuant to the provisions of Article II, Section 17, of the Constitution of
Maryland.

In my letter of May 26, I said that Senate Bill 731, which passed the General Assembly
and was signed by me on May 26, accomplished the same purpose as House Bill 1393.
While the substantive provisions of both pieces of legislation are similar, I am now aware
that Senate Bill 731 takes effect on October 1, 1994, whereas House Bill 1393 takes effect
on July 1, 1994. Since the success of the legislation depends upon its taking effect on July
1, 1994, I have reconsidered and intend to permit House Bill 1393 to take effect without
my signature, as permitted by the State Constitution.

The veto of House Bill 1393 has not been delivered to the House of Delegates for
transmittal to the Court of Appeals.

I rescind my letter of May 26, 1994, recall House Bill 1393, and permit that bill to take
effect pursuant to the provisions of Article II, Section 17, of the Constitution of
Maryland.
