WILLIAM DONALD SCHAEFER, Governor                            Ch. 721

(i) [5] SIX FIVE shall be [certified as] LICENSED professional
counselors or persons who are eligible to be [certified] LICENSED under this title,
including:

1.        [11 ONE who is primarily engaged in professional counselor
education;

2.        [1] ONE who is employed in the private sector;

3.        [1] ONE who is employed in the public sector; [and]

4.        [2] TWO professional counselors at large; and

5. ONE WHO IS ENCAGED AS A COUNSELOR IN MARRIAGE
AND FAMILY THERAPY; AND

(ii) ONE SHALL BE LICENSED OR ELIGIBLE TO BE LICENSED AS A
LICENSED
A CERTIFIED PROFESSIONAL COUNSELOR MARRIAGE AND FAMILY
THERAPIST; AND

(III) [1] ONE shall be a consumer member.

(3) The composition of the Board as to the race and sex of its members shall
reflect the composition of the population of the State.

(4) THE MEMBERSHIP OF THE BOARD SHALL INITIALLY BE DRAWN
FROM THE SIX MEMBERS OF THE STATE BOARD OF EXAMINERS OF PROFESSIONAL

COUNSELORS AT THE TIME THIS ACT TAKES EFFECT.

[(4) On or before July 1, 1988, all members of the Board, with the exception
of the consumer member, shall be certified under this title.]

[(5)](4) (5) (4) The Governor shall appoint the LICENSED professional
counselors from a list submitted to the Governor by the Secretary. Any association
representing LICENSED professional counselors may submit recommendations for Board
members to the Secretary.

(b) The consumer member of the Board:

(1)     Shall be a member of the general public;

(2)     May not be or ever have been a LICENSED CERTIFIED professional
counselor OR A LICENSED PROFESSIONAL COUNSELOR MARRIAGE AND FAMILY
THERAPIST
or in training to become a LICENSED CERTIFIED professional counselor OR
A LICENSED PROFESSIONAL COUNSELOR - MARRIAGE AND FAMILY THERAPIST;

(3)      May not have a household member who is a LICENSED CERTIFIED
professional counselor OR A LICENSED PROFESSIONAL COUNSELOR MARRIAGE AND
FAMILY THERAPIST
or in training to become a LICENSED CERTIFIED professional
counselor OR A LICENSED PROFESSIONAL COUNSELOR MARRIAGE AND FAMILY
THERAPIS
