WHEREAS, The Baltimore-Washington International Airport represents one of
the primary centers of economic activity in the State of Maryland, and serves as the
gateway to international markets; and                                    

WHEREAS, Federal, State and private sector, aviation experts have identified
international commercial passenger traffic as the area which affords the greatest
opportunity for growth in airport activity over the next decade; and

WHEREAS, During his tenure in office, Governor William Donald Schaefer has
made international trade a hallmark of his Administration, and has worked tirelessly to
promote the expansion and development of BWI Airport to ensure its status as a vital and
effective engine for the State's economic growth; and

WHEREAS, Convenient international air service is crucial to the State's overall
economic well-being and the construction of the new international terminal will
well-position Maryland businesses and citizens to compete effectively in the expanding
global marketplace of the 21st century; and                            

WHEREAS, Governor William Donald Schaefer has consistently provided
leadership in the development of policies to broaden and stimulate the economic and
cultural horizons of the citizens and businesses of the State and has seen Maryland's
opportunities for exports and foreign investments flourish; and

WHEREAS, The Governor's vision has resulted in the emergence of a new BWI
Airport terminal serving the needs of Maryland's growing international economy/through
the development of ties to our international neighbors from the four corners of the globe;
and

WHEREAS, The Governor also has shown great foresight in insisting that the
State's only major airport facility not be relegated to second-class status in the
competition with major airports in the surrounding states for international business and
pleasure travelers; and

WHEREAS, Central to the continued maturation of BWI Airport as a first-class
facility is the completion of the new international terminal to replace the limited and
obsolete facilities that international travelers and carriers currently must endure; and

WHEREAS, The plans for this new international terminal capture and assure
Maryland's role in the international marketplace; and

WHEREAS, In recognition of the vision, leadership, and determination exhibited
by the Governor, the new international pier at BWI Airport should honor the Governor
by being named the "Governor William Donald Schaefer International Terminal"; now,
therefore,                                                                                               

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
