The Department may not issue a permit to install, materially alter, or materially
extend a sewage sludge composting facility until:
(1) The sewage sludge composting facility meets all zoning and land use
requirements of the county where the sewage sludge composting facility is to be located;
(2) The Department has a written statement that the board of county
commissioners or the county council of the county where the sewage sludge composting
facility is to be located does not oppose the issuance of the permit,]

BEFORE ACCEPTING AN APPLICATION FOR A PERMIT TO INSTALL,
MATERIALLY ALTER, OR MATERIALLY EXTEND A SEWAGE SLUDGE COMPOSTING
FACILITY, THE DEPARTMENT SHALL REQUIRE THE APPLICANT TO SUBMIT A
WRITTEN STATEMENT FROM THE CHIEF EXECUTIVE OFFICER OR THE COUNTY
OFFICIAL DESIGNATED BY THE COUNTY GOVERNING BODY OF THE COUNTY
WHERE THE SEWAGE SLUDGE COMPOSTING FACILITY IS TO BE LOCATED,
CERTIFYING THAT THE PROPOSAL MEETS ALL ZONING AND LAND USE
REQUIREMENTS AND CONFORMS WITH THE SOLID WASTE PLAN OF THE COUNTY.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

AN ACT concerning
Hospitals and Related Institutions - Summary Financial Statements and Itemized Bills
FOR the purpose of altering the application of certain provisions of law; requiring hospitals
and related institutions to provide a summary financial statement that clearly
describes certain specified charges, the account balance, insurance claim
information, and the right to request an itemized statement of account certain
information within a certain period of time after discharge; altering the time within
which certain persons may request a certain financial statement; requiring the
hospital or related institution to provide the statement within a certain time after
the request requiring disclosure on a certain bill of the time frame within which an
individual may request an itemized bill; requiring the hospital or related institution to
notify the individual as to whom a claim is forwarded; providing for a certain exemption;
providing a certain effective date; and generally relating to requiring hospitals and
related institutions to provide certain summary financial statements.
