(e) [(4) The Department shall submit to the Governor and, subject to § 2-1312
of the State Government Article, the budget committees of the General Assembly and the
Department of Fiscal Services an annual report by January 15 of each year of acquisitions
made pursuant to this subsection.]

(a) Any private citizen or organization desiring to propose an area for inclusion in
the State wildlands preservation system may prepare a map and detailed description of
the proposed area for submission to the Secretary for his review.
The proposal shall include a:
(1) Detailed recommendation for the proposed protection, location, and
acreage;
(2) Description of values which make the proposed area desirable for
protection as a State wildland including a resource conflict study. Any study shall contain
(i) an inventory of all existing developments and uses on the land including studies of
private rights and ownership, if any, physical disturbances, structures, installations, and
land use patterns; (ii) an inventory of alternate uses and future developmental
possibilities including studies of timber, mineral, forage, water, and wildlife resources;
and (iii) inventory of existing construction proposals by transportation companies,
utilities, recreational facilities or otherwise;
(3) Description and justification of boundaries suggested including maps of
the area showing the area and surrounding road net.
(b) Within six months after receiving a proposal, the Secretary shall report to the
Governor his recommendations as to the suitability or nonsuitability of each area for
preservation as a State wildland. The Governor, within six months after receiving the
recommendations from the Secretary, shall advise, subject to § 2-1312 of the State
Government Article, the President of the Senate and Speaker of the House of Delegates
of his recommendation with respect to the designation as wildland of each area on which
review has been completed. A recommendation of the Governor for designation as a
State wildland shall become effective only if provided by an act of the General
Assembly.]

At the opening of each regular session of the General Assembly, the Secretary shall
submit a report to the Governor on the status of the State wildland system, including a list
and description of areas in the system, regulations in effect, and other pertinent
information, together with any recommendations he may make. The Governor shall
transmit the report, subject to § 2-1312 of the State Government Article, to the General
Assembly.]
