(4) Enter into a contract with a person or company to handle publication,
distribution, and sale of stamps and prints under this subsection, with consideration being
a percentage of the profits;
(5) Sell or cause to be sold stamps and prints outside of the State; and
(6) Sell expired stamps below face value to the general public for a period of
3 years, after which time the Department shall shred any unsold expired stamps.
(c) (1) There is a Chesapeake Bay Living Resources User Fund.
(2) All funds received from the sale of the Chesapeake Bay. sport fishing
stamps and prints for nonlicense purposes, as provided in this section, shall be first
applied to the payment of the expenses of printing, distributing, and advertising the
stamps and prints. After that time, all remaining funds shall be. paid to the State
Treasurer to be placed in the Chesapeake Bay Living Resources User Fund.
(3) (i) The Fund is a nonlapsing revolving fund to be maintained by the
Treasurer.
(ii) The Department shall expend the money in the Fund, as provided
in the budget, for the sole purpose of alleviating the detrimental impact caused by the
failure and decline of the living resources of the Chesapeake Bay, including, but not
limited to, finfish, oysters, and waterfowl.
(4) Before August 1 of each year, the Department shall report annually,
subject to § 2-1312 of the State Government Article, to the Legislative Policy Committee
of the General Assembly on the following:
(i) The amount of money placed in the Fund during the prior fiscal
year and expected to be received in the current fiscal year; and
(ii) The amount of expenditures to be proposed in the budget for the
following fiscal year and the purposes for the expenditures.
(5) Each year the Legislative Policy Committee of the General Assembly
may recommend for inclusion in the State budget specific uses of the Fund, which are
consistent with the purposes stated in paragraph (3) of this subsection. These
recommendations are not binding on the Governor or the Department.]

[(d) Any funds previously or subsequently appropriated or reimbursed to the
Department from the Land and Water Conservation Fund of the United States
Department of Interior, National Park Service shall be used to supplement the
acquisition and development program of the Department and of other eligible State
agencies and local government bodies. [ Subject to § 2-1312 of the State Government
Article, the Department shall submit to the General Assembly an annual report of
receipts and disbursements of these funds.]
