(1) Perform] PERFORM faithfully the duties of [his] THE EMPLOYEE'S
office and pay over and apply all money that comes into [his] THE EMPLOYEE'S
possession or control to the person and in the manner that the county board, under the
provisions of this article, directs [;
(2) Keep a full account of:
(i) All money received and paid by him; and
(ii) AH matters that relate to the duties of his office;
(3) Preserve these accounts and all vouchers that relate to them; and
(4) Give the books and vouchers that relate to his office to a successor].
(E) (1) THE REQUIREMENTS IN SUBSECTION (B) OF THIS SECTION MAY BE
SATISFIED BY THE PURCHASE OF SURETY INSURANCE OR SURETY SELF-INSURANCE
PROVIDED BY A POOL ESTABLISHED UNDER ARTICLE 48A, § 482B OF THE CODE.
(2) THE SURETY INSURANCE OR SELF-INSURANCE SHALL BE IN AN
AMOUNT REQUIRED BY THE COUNTY BOARD.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 1994.

AN ACT concerning
Maryland Patuxent Institution Youth Program
FOR the purpose of authorizing the Department of Juvenile Services, in consultation
with the Department of Public Safety and Correctional Services, to establish the
Maryland Youth Program under the jurisdiction of the Department of Juvenile
Services; providing certain procedures for the transfer of certain youthful offenders
from the custody of the Division of Correction or a local correctional facility to the
Program under certain circumstances; authorizing, and providing certain
procedures for, the admission of certain juvenile offenders to the Program under
certain circumstances; providing for the appointment and responsibilities of a
director of the Program; authorizing a court to refer certain individuals to the
Patuxent Institution for an evaluation: specifying the effect of a transfer to the
Patuxent Institution Youth Program; specifying the duration of a transfer to the
Patuxent Institution; requiring the Department Secretary of Public Safety and
Correctional Services to adopt certain regulations concerning the Program;
requiring the Director of Patuxent Institution to review certain recommendations
for admitting individuals to the Program and to admit or deny admission for an
individual based on certain criteria; providing for the application of this Act;
