(I)       [a] A resident of Harford County; AND

[(2) Seven shall be appointed] (II) APPOINTED by the Governor for terms of
5 years[; and

(3) Two shall be appointed by the Harford County Board of Education from
among its members for terms of 1 year].

(3) OF THE NINE MEMBERS:

(I) SIX SHALL BE APPOINTED WITH ONE FROM EACH OF THE SIX
COUNCILMANIC DISTRICTS; AND

(II)      THREE SHALL BE APPOINTED FROM THE COUNTY AT LARGE.

(3) (4) NO MEMBER MAY BE A MEMBER OF THE HARFORD COUNTY
BOARD OF EDUCATION WHILE SERVING AS A MEMBER OF THE BOARD.

(b) A member of the Board [appointed by the Governor] may not serve for more
than two consecutive 5 year terms.

(C) AT LEAST TWICE ANNUALLY, THE BOARD OF COMMUNITY COLLEGE
TRUSTEES, THE COLLEGE PRESIDENT, THE HARFORD COUNTY BOARD OF
EDUCATION, AND THE SUPERINTENDENT OF THE HARFORD COUNTY PUBLIC
SCHOOLS SHALL MEET TO DISCUSS ISSUES OF MUTUAL CONCERN.

SECTION 2. AND BE IT FURTHER ENACTED, That the provisions of §
16-508(a)(3)(i) of the Education Article as enacted by this Act shall apply only to
appointments made after January 1, 1996.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1994.

AN ACT concerning

Real Property - Releases - Mortgages or Deeds of Trust

FOR the purpose of providing that a certain release of a certain mortgage or deed of trust
that cites the certain mortgage or deed of trust by reference to an original mortgage,
deed of trust, or supplemental instrument, shall be effective as a release to the
original mortgage or deed of trust and shall terminate certain related financing
statements as specified in this Act; providing for the application of this Act; and
generally relating to certain releases of certain mortgages or deeds of trust.
