ordinance or to effect any variation in such ordinance. In other cases, the Board may sit
in panels of not less than two members each and, in such cases, the concurrence of at
least two members shall be required to make a decision of the Board. .
SECTION 2. AND BE IT FURTHER ENACTED, That, to the extent of any
inconsistency between Article 66B, § 2.08(h) of the Annotated Code of Maryland, as
amended by Section 1 of this Act, and Article VII, § 89 of the Baltimore City Charter, the
changes under Section 1 of this Act may not be given effect until Article VII, § 89 of the
Charter is amended in accordance with Article XI-A of the Constitution of Maryland.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 1994.

AN ACT concerning
Baltimore County and Baltimore City - Composition of Republican Central Committees
FOR the purpose of requiring a certain number of members of the Baltimore City
Republican Central Committee to be elected from certain electoral districts;
requiring that the Chairman of the Baltimore County Republican Central
Committee shall be elected at large; requiring a certain number of members of the
Baltimore County Republican Central Committee to be elected from areas in which
Baltimore County comprises a certain percentage of the overall population in
certain legislative districts; providing that a certain number of members of the
Republican Party Central Committee shall be elected from legislative districts that
are divided into delegate districts located entirely within Baltimore County;
specifying a certain authority from which the percentage of Baltimore County's
population lying within certain legislative districts shall be determined; making
stylistic changes; providing for the effective date of this Act; and generally relating
to the composition and selection of the Baltimore City and Baltimore County
Republican Central Committees.
